The steering wheel as you call it, does the exact same thing as a joystick. It gives you precise control over the aircraft roll and pitch. read Mav's explaination too.
I don't understand at all how to fly a cessna. I've understood conventional joystick planes, but this is just strange to me. do the pedals control the yaw from left to right and how does the steering wheel work?
We call the "steering wheel" in a cessna a yoke. It controls roll and pitch. The rudder pedals control the side to side movement of the aircraft. Basically, in order to get the aircraft to turn, you need all 3 of those axis to work together.

also you can push and pull the "Steering wheel" too (to control pitch)- pipers, mooneys, beechcraft, and boeing airliners, also have yokes
