It's a Swedish/Finnish thing. The borders have moved around over the years so Eastern Finland has a lot of stuff in common with Russia and Western Finland has a lot of stuff in common with Sweden. And the middle has both/neither depending on where you are.
It's old folk dance, they do it sometimes just to keep it alive, but it's not that common anymore. Was only 50 years ago in some parts. Things change..

It's called "Tanhu". I'm Finnish but I've never even met anyone who actually does that.
