Neither villain is superior to the other. Kefka may have become a God, and is admittedly hilariously funny (Which is the argument that most Kefka fanboys give), but when you think about the feats that Sephiroth performed and the feats that Kefka performed in their "conquest for world domination", you can see that they're not that different.
