it means that before Jesus came and died for our sins, man was under the old law that God gave to the isrealites to follow, when Jesus came, with Him came forgiveness for our sins rather then punishment, all we have to do is accept what Jesus did in dying for our sins and ask God forgiveness and He will forgive us, we wont be guilty anymore.
