Harbinger is one of the reapers leaders, whereas Sovereign was the Reaper left behind to bring them all back. He was literally the reaper's harbinger. @LINKchris87 I don't know, but I hope with the Collectors gone Harbinger will be able to assume direct control of other enemies like Husks and Cerberus Troopers now. If he assumes direct control of a Cerberus Trooper, it gets the same abilities a collector would. If he assumes direct control of a Husk, it could glow gold, get high armor to replace its low health, and use a biotic charge to attack you.
