If Solfeggietto is played under 1 min and 3 it's not the right tempo. It's ok to change tempo sometimes but with Solfeggietto it just doesn't sound good if it's too fast. imo.
Bach didn't have a foot pedal he could use, so there is the rule that if you play Bach you don't use the pedal... he played everything without pedal and still very well!

It definitely invokes the "wow" factor but lacks the finese. I do have to say though that if the average ear was geared to this speed, there's still a flow.

Okay, this song is a showpiece. It was meant to show off the skill of the performer, and the speed at which this song is played it clearly does that. The tempo is just fine.
