The timewar is locked in a time-lock! Nothing can leave nor enter, not even time. Time is frozen. The doctor never destroyed the Timelords, nor the Darleks, but they can never escape. The lock canot be re-opned (Under normal sircumstances. But as the Timelords did, they did use a tiny link between Galifrey and the master to almost escape.)
Since time isn't moving inside the time-lock, the TARDIS can not enter.
But I don't say that this is an imposible alternative.

We really have very little knowledge of what happened during the Last Great Time War other than it was between the Time Lords and the Daleks, and that the Doctor ended it because the Time Lords became just as bad as the Daleks or possibly even worse.

Secondly the Gallifrey Chronicles, the last book in the EDA series shows that 8 has amnesia because contained in his mind is a way to restore Gallifrey. Only Lance Parkin has argued that both time wars are one and the same.
@farshnuke lawrence miles is the author of the war in heaven storyline and he certainly said the daleks had nothing to do with the war and neither could they be able to destroy gallifrey or even pose a major threat to the timelords. another error russel t davies commited was to bring back rassilon the timelords were terrorfied of him why would they bring him into the conflict? and russel t davies made a big mistake by making all the timelords evil.

Only thing we know for sure about the time war (until we learn more about the "moment") is that it doesn't seem to be over yet. (as for the "moment" my theory is so far unconfirmed)

We really have very little knowledge of what happened during the Last Great Time War other than it was between the Time Lords and the Daleks, and that the Doctor ended it because the Time Lords became just as bad as the Daleks or possibly even worse.
