Ok, yes filters are used in for example After Effects. TO DO the CHARLES SCHWAB thing. The simple you and I way is wha is above. You can do more if you add layers in A.E. and then layers a few KEY Filters. BUT, if you take a commercial/frames as a sequence. You then can utilize Flash if you want to ROTOSCOPE. YES it is a long task for one person and you have to start with a base color/ shape and then pick and choose color/shapes and build on top.

It would be just as hard to cut them out of each frame and apply a filter, you may as well rotoscope. thing is, you could probably get an overall better effect just mass applying a filter. people who think somethings crap just cause it didnt take ages to do it anoy me, its the outcome that counts.
It is somewhat rotoscoped alright. If you would look at some of the people and the background, they are not 'rotoscoped'. But, to be honest, it does seem kinda bit of a slack job to think of the possibility that filters might have been used.
Seriously, learn what rotoscoping is. You could at least have googled the word. I AM SO ASHAMED FOR YOUR SAKE! AHHH THE SHAME THE SHAAAAME!

its good. have u used the poster edges filter from photoshop on each frame and bundled it all together??
I did the same thing to a return of the king trailer and an Ask A Ninja podcast but with the cutout filter. Have a look on my page to see them.
