o, u can unlock rosalina. u don't need super mario galaxy. u need o beat all of mirror mode with 1-star ranking (at least)..i think...but i no that u can unlock rosalina whether u have super mario galaxy or not. watch my MKW character vid for info on unlocking every character
i had the same experience. i might sound crazy but this works:
unlock another character.
it'll allow you to unlock the sprinter with another character, for example, do all 32 tracks in timetrial (regardless of time) and you'll unlock Toadette, for more info on unlocking characters, see my Mario Kart Wii Characters (Unlockables and Starters) Video
i beated this ghost with like 6 seconds and still its not friggin unlocked. im really pissed of right now

yeah, cuz if u don't finish the track, the game will take it as you didn't attempt it.

oh it doesnt matter ive unlocked it. it turned out that i only had 23 ghosts unlocked
