  • Andean people from Bolivia should accept it. Not all people of bolivia is andean , not all are quechua and aymara indians ,there are other indians too like guarany and many others from the oriental side of Bolivia. Everybody shoul know that this is not about racism is not about skin colors . It`s about managing natural resources is about bein autonomous just like others countries are..... one example....Spain and they are in a bettr situation than us.

  • In any legitimate democratic country a referendum in which 45% of the population abstain from voting is automatically cancelled due to lack of interest in the general population. To consider the results valid, after the central government declared the referendum to be unconstitutional is to violate the population´s rights. It is no coincidence that those who abstained are mostly poor natives of Bolivia and that the rich white leaders don´t give a damn about those people.

Whilst the eastern states may or may not be racist, and secession may or may not be a good idea, I don't see how recognition of the referendum (or failure to recognize it) by other entities, such as surrounding nations, makes the referendum by definition "unconstitutional", as Pepe says. I don't believe he made that case well at all.

  • let's suppose Texas does a referendum to decide to become a separated country, don't you think the federal Government would have a saying on that. Plus, don't you think other countries would need to recognize the autonomy for trading purposes?

  • percybernedo - There are two separate issues there: legalistic, and practical. The legal issue is easily defined: in a Federation such as the UNITED States of America, the process for secession is a clearcut legal one. In terms of the federal government "having a say", they can either recognize the legal right of a state to secede, and recognize the new state, or they can ignore it (like Serbia is doing now to Kosovo), and pick a fight to enforce its control - with all the consequences thereof.

  • Just to clarify - Pepe stated that it was "unconstitutional" - he did NOT say it was impractical, which it probably would be if it wasn't recognized by anyone....for trading purposes, as you say.

  • since colonial times the distribution of land has been unfair for the indigenous population. In Peru "la reforma agraria" took care of that (and still after it there is a lot of unfairness and discrimination) but Bolivia never had such thing, so it is worst. And NO the indigenous majority should not allow secession. Instead Bolivia should have its own way of redistribution. The indigenous population is the majority they should vote and fight for what is more convenient for them.

    (And obviously: The CIA, after years of dirty deeds, has once more helped the world hate the USA - I just wish the world knew how much the US people had the CIA too - esp for killing the Kennedy's - Bush Sr. was in CIA since 1961)

  • You've got that back-to-front a bit. The resources are in the east, with the wealthy, non-indigenous people whom held the referendum. The indigenous people in the west have nothing, except Evo Morales on their side.

    And, yeah, the CIA no doubt has a hand in what is going on down there. They are trying to create trouble for "socialist" Morales, just as they have for Chavez in Venezuela.
