The lady giving the advice on 'less is more' is an editor for a very large publisher, and I imagine she is speaking from experience of seeing a lot of writers submitting work where the description takes over the story. I think knowing where/when to cut down on the unnecessary bits of your novel is another way of developing your craft.
Some of this advice is a bit over-simplistic, like one woman saying hat less description is more. A young writer might take this the wrong way and not have enough description in her work. Young writers should also realize that all "rule about writing" are meant to be broken. It's more important to develop your craft before worrying about getting published. Too many young writers more interested in "getting published" than actually writing.
