A lot of one industry towns set up all over the USSR during the Soviet era were often based on supplying or receiving supplies from other industries, often far away, all within the GOSPLAN system, based not upon profitability, but on strategic decisions or highly specific needs. Without the GOSPLAN system, they couldn't survive privately within the turmoil of the Yeltsin era. Shame :(

In Russia these abandoned places are usually towns that built up around military or industrial centers during the Soviet era. Because of the nature of their economy and government a lot of these relied on central funding from Soviet authorities. Once the Soviet system collapsed these places lost all their funding and therefore the people living in those areas lost their jobs and ways of life and had to move on.

The city is called Yeniseysk 15. It used to be a secret millitary encampment, but was abandoned. Today, people are starting to live their, sinse some of the houses are able to live in.
