Skill stocks are the two white circles above your power stock bar, that fill up automatically. You need skill stocks to do quick shifting or super cancelling and other stuff.

how do you fill da skill stock bar?
They fill up automatically in a few seconds. The first stock fills up in about 10 seconds, while the second will take about 20 seconds.
then its the best 100% ever
@guitalex2005 other stuff = guard quick shift, quick escape (they both take 2) and dream cancel. :P
