Utter NONSENSE. The flowchart and research program had nothing to do with developing AIDS.

The program was designed to find out if some cancers may be viral-induced. Antivirals were then to be tested for efficacy in cultutre. If effective, their safety was to be tested. If apparently safe, the drugs were to be used in clinical trials.

The whole program was CLINICAL, and nothing to do with developing a bioweapon.
