Gouls are part of the NCR. Hell a lot of the elite rangers are gouls because of the fact u have to be in the rangers for 20 years to get the veteran armour and gouls usually have longer life span/ life expectancies than humans so it makes sense.

@222deviot To be honest, when you get past level 20 power armour isn't really needed. I've managed to beat the deathclaws that surround the remnants power armour but I don't have power armour training. I blew the BoS up before realising that I needed them to get power armour. I'm also enemies with the NCR so I can't complete the Auld lang syne quest :l

for me this was the worst F3 DLC not enough action not enough enemy's and boring, whats the point of being a level 50 maxed out on all specials (except two at 98 & 99%) if you have already completed all the other F3 & dlc`s? there's nothing left to do. all I have to do is find the last 4 missile warheads & that's it...just walking around with nothing to find and no one to kill,(except the few enemy's that you killed the first time round) & why no special if you disable the warhead!& you lose ED!

@3doghowl Allow me to save Orcidea the time, Esther, big kid mini nukes. End of story. lols if that is not satisfactory the bozar with armor piercing or hand loaded match 556 rounds will destroy all. The unique ballistic fist basically drops a grenade every time you get a crit and is also purchasable from gun runners, and the chainsaw with it's mods is I believe the most devastating melee weapon in game topping even the thermic lance in damage.

@lpsowns You go after someone the Courier knows from his/her past called Ulysses and he's apparently mad at you for destroying the Divide which was just beginning to become a decent place he could call home or w/e so he's gonna go all nuclear rain on NCR territory west of the Mojave. The highlight in this is you get to fight the toughest enemy there is and after killing him you get to choose if NCR and/or Legion gets nuked so you'll get in their territories to kill them since they're ghouls now.
