Rio teamed up with MRC/SRF and actively tried to PREVENT RKK and I from distributing the Class' materials including the Book. You are absolutely right when you state why Rio didn't graduate with the Class and yet to this day he has never admitted it and keeps insisting he is here to be the Class' messenger.
