Russian HF telepatch. It could carry all types of goverment comms, this one sounds like a dispatcher of some kind. Not sure but it is not air control, maybe land based service. And it is NOT a number station, they are repetitive and transmit groups of numbers or letters for one way secure comms.
I'm not trying to say anyone here is wrong in saying it's Russian, because frankly I don't speak russian. It just sounds a little bit like German to me though.
I've lived around germans my entire life and it sounds just like it.
@Spitfire995 they would be speaking english, I'm pretty sure that there is regulations when calling callsigns, it must be in NATO phonetic alphabet. Such as, November niner niner niner bravo foxtrot, or from here it would be "jibberish jibberish in russian and english and Victor Hotel - Mike India Alpha, blah blah blah runway 03 for the blah blah on final"
