Exycuse me, but I can't follow your logic. First: Every single Ghost-Type is able to use Psychic. Plus: Ghosts are supernatural, so why shouldn't they be able to use supernatural attacks? Karate Chop would not have made any sense, but Psychic is ok (although I think, that Lick would fit Boo better).
