Another example is the German Polizei commander who threatened a kidnapping suspect with torture if he didn't reveal the location of his victim before the boy died.

I agree with what you say. It is true anyone in that situation would complain their rights have been violated. However I still think torture is acceptable even required in some instances. For example, if someone knows the password of a nuclear bomb about to detonate I would shed no doubts about pulling his finger nails out. And if someone would try to stop me from doing that I would kill that person.
Although I agree in ONLY EXTREME CIRCUMSTANCES that torture may be an option, you must also accept that you yourself may have to face the consequences of such an action, such as prison or death if the subject dies under interrogation. Your actions may have been for the greater good but that doesn't necessarily hold up in a court of law.
