i think it may vary from an indiv to another one. Besides, Venom is almost like Spiderman coz the symbiote kept in memories the powers and the costume. But also, it becomes stronger at every host change (check Carnage, Toxin etc). Finally, If Peter tried to keep the control, Eddie accepted it without asking any question. So maybe the symbiote can impose his will more strongly upon Eddie.

Carnage and Toxin weren't new hosts, they were entirely different symbiotes. After Brock the Venom symbiotes were his wife, Ann Weying (not any stronger), Angelo Fortuano (decidedly weaker) and Mac Gargan, who I don't think is any stronger than Brock was.

Compared to the masterpiece that was Spider-Man 2, SM3 was not as good as the second one. Sure, it had more action and great special effects, but the story was not as well developed and balanced as the second one. Obviously people would tend to set their expectations very high for a movie like this, but the movie could have met those high expectations if Raimi had done 2 things: Either take out the Sandman story to develop Gwen and Eddie/Venom, or make the movie 30 minutes longer.
