No. This is common behavior for a dolphin to do. It will chase its prey into shallow waters and confuse the fish, making an easy catch. Interesting behavior. That's not to say that dolphins haven't been known to partake in other behaviors that were mentioned.
thats not an attack....the dolphin is trying to stop the person from going into deeper water, probably to protect from a shark or something else dangerous....ive seen the same behavior in the gulf of mexico when sharks were present...later that day there was a shark attack down the beach

Dolphins have been known to sometimes hurt people. Not meaning to, but they still do. There are recorded documents of it. Their speed is amazing, given space they can reach up to 60 miles an hours. This one was probably close to it. But, you have to remember they're wild animals too, just like sharks. Don't tease the water cheetahs.
