@eklipsegirl Yeah, that's all. It was (or still is) a toy that just produces sounds. When you go today in a toy store, maybe you find small electric keychains that also produces sounds like farts, burps, strange voices or other sounds. Some kids (or adults) have fun with these units, other people hate the "noise" of these things. This toy here, the "Revenger" was very popular in the 1980ies ;-)
I did not quite understand what is it supposed to do?
You press a button - it produces an Atari 2600-like sound, and that's all?
