Can't you create a macro to cast heroic will? allowing you to still use bartender.

if you update your bartender you get an option for "extra action bar" or something like that. enable it and your problems sorted

Actually if you come to think about it, some healer classes benefit "much" more from the 100% heal increase because healers like druids benefit 200% from it with swiftmend by Efflorescense. (".. restoring health equal to 12% of the amount healed by swiftmend..")

And 100% haste + 75% mana cost reduce is imba for those who worry with mana when they need to heal really hard like Priests and shamans. 100% grants huge amounts of extra ticks for spells like Healing Rain.

curious, but when you say "tank cooldowns" are you referring to the minor ones like shield block, holy shield, rune tap, AMS etc

do they have their duration and coldown affected by thrall's buff?

@slondons69 rune tap didnt count as a tank cooldown(probably because it dosnt have a duration), but icebound boneshield vampiric blood anti magic shell all counted

If I had to guess, The heroic mode is going to require at least one or both of the tanks to have their 4 set bonus.

A thing to note: The 100% Haste and manacost reduction buff can (theoretically) also be used by a DPS. I've seen some guilds do this fight with 2 healers, so this buff might be pretty awesome to give to a class, that does not get GCD capped. The manacost reduction would really only be a DPS boost to Arcane mages, but they will get hardcore GCD capped, so a different spec might do better.
