Justice is imposed by a coercive monopoly called the State. As such, there is no incentive to weigh the costs and benefits of each law. After all, the people who pass these laws never have to pay the costs. Tax payers do. Cops & citizens pay with their lives. & the worse these laws are, the more the state benefits from funding & power.

The most humane system yet devised is a free market system, in which competing laws are naturally selected according to their ability to aid cooperation.

Frankly, I think the cops that die in the drug war are perfectly acceptable losses. They are fighting against *the people* to remove their natural rights and levy an unconstitutional tax. When they die, its good. If more of them died more often, this war would have been over decades ago. The fact of the matter is that the unconstitutional drug war is highly profitable and an excuse for the fascists to have lots of expensive toys at the expense of the tax payer. Pot heads are easy docile targets.
