Rommel was a good tactician, but often lacked a sufficient strategy while Monty always had the strategic level in mind and concentrated his orders on this big scale. A marshall leading from the front is inspiring, but also undermines the authority of other field commanders. Plus he would concentrate on a very small part of the front, which would prove suicidal.

In my eyes, Montgomery and Rommel were both brilliant tacticians and generals but Montgomery had the advantage of numbers and armour every time. Rommel did his best but ultimately without reinforcements or more armour, he could not take Egypt.
