What I have gathered from this situation is that A.P.F. was created by a convicted criminal, which tells me it's a made up company; no where near the status of XE "Blackwater". If you pay close attention to one of the photos on their website that shows several "officers" moving in formation, none of them are paying attention to what they are doing. My opinion is that the founder saw an opportunity to gain money off of the jail that nobody worked in.

Maybe, they are planning something and instead of just putting it all in place at once, they want to drop it one piece at a time while monitoring how the public reactions (like putting a Lego set together.) Or, the whole thing is an expensive sham, just for the sake of studying reactions. It's also possible that they may be considering doing something but are not necessarily dedicated; letting the people's reactions decide. Who knows?
