It was a PTR glitch, origionally they had the gate open only when scourge had spawned behind it, but later opened it for the entire fight. In this video you see the two overlapping "open commands."

Ice Crown Citadel. Patch 3.3 this is the PTR where they are testing the boss. The aim is to heal the dragon from 50% t 100% while the DPS and tanks take care of the adds :)

I can guarantee you it has nothing to do w/ his Armor Pen value. Check his armory. I do assume he has all ArP stacked w/ Mjolnir Runestone reaching cap. With Arcane Shot not benefiting from ArP and Steady Shot does, I can imagine it does considerably more DPS.

most dps class do not have the *rotation*

you can maximize your dps by prioritizing the use of cool downs. every 0.1 second counts. understanding your class well, you'll be able to maximize your dps with the current gear you have.
