which is not enough anyway but that is 17% based on 2005 levels. Every other Western country bases their cuts on 1990 levels. 17% at 2005 levels is less than 4% of the 1990 level the rest of the world uses.

Now what - let's get real progressives elected; let's re-examine the International Trade Organisation (developing country friendly precursor of the World Trade Organisation); let's get off fossile fuels and promote solar and solar-thermal energy in buildings and homes and grow biofuels (hemp) on reclaimed poor soils; take over the major parties from the inside by running for elections or supporting progressive candidates; demand transparancy in extractive industries in developing countries.
