@basch2020 Distribution of the Barnett Formula: England 85%, Scotland 10%, Wales 5%. It was a temporary measure that hasn't been removed or improved. Even Barnett admits it is no longer relevant but cannot find a better solution. Also look up a statement from The Institute for Fiscal Studies in which they admit (for the first time in history) that Wales is underfunded.
