Tugboat would be a fairly good landing craft. It is tough and can take a beating, and it can carry many men. The infantry invading would hang on to the sides of the boat.

you could also use this little tip to get it explode:

It is one of the few vehicles in GTA IV that can survive at least one direct RPG shot and still be usable. (Unless the rocket were to hit the engine tower, which would destroy the ship in one shot. Also, sometimes if you shoot the top cab part of the ship, it will still float, but not start.)

my friend blew me up whilst i was driving the tug boat on multiplayer. It took him about 5-10 minutes of constant shooting with the annihilator.

When I tried dropping a grenade, it somehow fell beside the tug boat, and the explosion made it tilt slightly to the right.
