Yeah the boss stealing crap could be srsly retarded. I dunno if there was some tricks to make your Steal work more likely, but I recall boss fights later would consist of 30mins of failed steal attempts until you got that last item off of it... and by that point Vivi had spammed so much Focus that he'd oneshot the boss.
