@FalloutZombie2010 they are call Radio Motor Patrols, RMP, belong to the NYPD Highway Patrol Division, and are mainly used for Highway-purposes, such as accidents and traffic-stops.
They have Floodlights and a raisable Light-bar for better visibility and long ranges and high speed.
Due to the fact that the Highway Patrol is mainly responsible for all escorts you can see them and escorts such as this one very often.

@swaedpfrgtkhyju En el estado de Nueva York la policía solo puede usar luces rojas.
En cambio la policía federal (FBI, u otros) pueden usar azul/rojo, que es lo que suelen usar. Por eso muchos vehículos de policía de Nueva York que ves, solo usan rojo (con blanco) y en cambio las limusinas y otros vehículos del Servicio Secreto usan azul/rojo.
