Because, the graphics suck, bugs abound, the AI is nonexistant, Rebellion did a poor job representing the REAL special forces (according to my dad, real SEALs use hand signals in combat), and they made Marcinko more unpleasant than he is in real life (he's apparently an ass already).

Look at it this way...when the only thing that keeps you from winning Gamespot's Flat Out Worst Game of 2009 "Award" is an outro that manages to extract ironic humor from dialogue, you know you fucked up.
