Im gonna have to go with what MJ said here.
Pantera didn't gain their signature sound until 1988.
Where as Testament was founded in 1983. I think you can figure out who had the sound first.
And also if you judge "Good" by popularity, then apparently Fall Out Boy is better than Judas Priest and Dream Theater.
