It looks as if LADWP has your two meters daisy-chained. This is acceptable as long as the amount of irrigation water you used for the billing cycle is deducted from the reads on your residential water meter for the same billing cycle. Your bill should be correct as long as LADWP has the metering scheme set up correctly in their billing computers.
To determine your irrigation use, look only at your blue meter. Take the previous irrigation read and subtract it from your current irrigation read. Don't read the meter at the curb for irrigation use.
Then, to calculate your residential use, you'll need reads from both meters. First, find the amount you used on your curb meter (current - previous). Then, find the amount you used on your blue irrigation meter (current - previous). Finally, subtract how much you used on your blue meter from your curb meter (curb meter difference - blue meter difference), and that should give you your residential use.
