There are very few birds that can fight while airborn (dogfight).  Hawks and owls usually swoop down on land animals or birds that are grounded that don't see the predator swooping down on them. But Eagles are a special breed. Eagles are so big and have such strong wings, they can hunt other birds right out of the air. I've seen videos of eagles fighting with other birds in the air and the eagle is so strong and powerful. It's like a helicopter that can life up a car.

I wouldn't be surpised if there was a nest nearby that the eagle was defending, or if the eagle had cached a killed up in the tree and that's what the bear was after. That wasn't so much an eagle "attack" so much as it was a warning/harassment pass--like small birds will swoop on housecats that get too close to a nest. Still, that bear looks suitably deterred and might havea couple minor scratches and puncture wounds to boot! :)
