I thought I was looking at one of my own boards... you and I have similar taste in motors/controllers. I built a very similar dual DPDT relay based motor-controller PCB using the TC4427 mosfet driver and 4 n-channel mosfets per motor for pwm speed control.... looked almost identical to your design (from the top anyways).
