For people who want to know about the eyes (I'm pretty sure about this not 100% though) the eyes are holes (large pupils) and because there is a space (roughly an inch or so) then the plastic overly it gives the affect that its watching you (the camera)*

@Antareseyes About the eys following the camera, I wondered that for a whiletoo, but I found out, it's an actual optical illusion, this person gave depth to them like a bowl shape to where the eyes are, so it gives you the illusion they're following you, but they aren't.
