I stand corrected! The song is called "Dance With Me", it's from 1978, and it's by the group Chilly. Sorry I led you astray...  but it does sound A LOT like Giorgio Moroder.

The instrumental is part of "Evolution" by Giorgio Moroder, from his E=Mc2 album. The whole piece is over 15 minutes long, or I'd post it...I don't know the "dance, don't you wanna dance" part that seems to have been overlaid.
