If they wanted productive risk, they would try to conquer neighbouring countries (North Korea is technically still at war with South Korea, but there have been no major military operations between them for years).
But that is exactly the point, it doesnt have to make sense. these countries are volatile and relations are only worsening, with Iran obtaining high grade uranium and north korea furthering it's nuclear ambitions, they dont care about their own people.
