There is a very informative book called "The Black Girl Curse" that covers this exact subject. Black men were falling and crawling to black women until black women completely lost their minds behind an absolute tsunami of government assistance programs in the mid 70's and early 80's that ranged from free rent and medical care to free on the job training to preferred military recruiting for minority females and since the mid 70's there has been a mass exodus away from black women.

Black men in Africa certainly don't prefer white or light-skinned women. Yes, there are very light-skinned unmixed black women in Africa. But they are not preferred over dark-skinned women. The ideal in Africa is probably a medium brown, not too dark, not too light.
