His name is Tod Butler and he's a cannibal. But he's also obsessed with the character from Death Note, Matsuda. But, he knows that Matsuda would never love the real him, so he puts on a blonde wig and brown contacts and works with him at the police station disguised as 'Teddy Man' :3
