There are many influences for this type of music, obviously the italo movement and lets not forget yellow magic orchestra. Vicious Pink Phenomena used the word techno in their 1982 track My Private Tokyo. Gary Numan etc etc.

See Kraftwerk, their music was intentionally cold as hell cause they wanted to reproduce the feeling of a robot world. Then Afro-Americans like Numbers of Names and Juan Atkins came, and gave soul to Krafwerk's technological world, and electro-techno culture was born.

If you mean as fullblown electro music, look no further than Kraftwerk.

A Number of Names, like first techno or electro hiphop tunes are copycats of Kraftwerk most known tunes (from T.E.E to Computer World) . Besides, electronic music avant-garde took place in the early 50's in France, and Germany. Means that 30 years of Electronic Music had past when Techno was just beginning.
@niceanddestroyed A lot of the late 70s early 80s disco was electronic too. However, none of the music you mentioned is really funky shit for shaking your arse to is it? Detroit & Chicago created Electronic Dance Music, the stuff that was happening in Europe was mostly artsy tinkering and experimental noise ( i mean that in a good way , I'm European and I love the stuff).
