Actually its called a surge drill and it was a practice put into place after 9/11. They practice mobilizing large amounts of officers from all over the city to reduce response time in the event of a major incident, such as 9/11. So before you star talking out of your ass you should know what your talking about.

Actually it's not an escort, it's a "surge drill", the NYPD do it every day to insure tourists and citizens that they are safe, showing people that the police are there. They also do it to "scare off" terrorists, I don't know how much that really works though.

It also seems rather overly hopeful that "terrorists" will be "scared off" by loud sirens and flashing lights, although this tactic might work well on infestations of evil spirits.
