Shelties are VERY timid dogs. I've had one since he was a puppy. He's scared of electric tooth brushes, blenders, remote control cars, pens tied to a string, MEN, etc. Has he ever been abused? No way. Not ever. He's one of the most loved dogs around. When he was a puppy he was also afraid of mirrors. With exposure, he doesn't notice them anymore. A dog doesn't think that EVERYTIME you comfort it or be nice to it that what their doing is good. Comforting the dog when it's scared tells the dog that their safe, that theres nothing to worry about. If you think like that than I bet any dog that you try to own ends up running away cause they hate you so much.

Usually, Mr. Milan is dealing with dogs in sutiations where it's mostly in the dog's head and there are other ways to deal with it. That's where you don't want to reinforce being anxious. Here, the environment is the stress source, so removing the dog and calming it down (not necessarily petting) is not quite the same.
