That's because half the time they use the same voice actors for certain roles, particularly really famous actors. Just imdb some actors and you'll notice just how many roles they have.

terry's japanese voice is great, i kind of like it better than the original version since i always felt his english vocals were sort of stiff. bruce's dub is okay, kind of lacks some of the tone that kevin conroy brought to the role, but not bad nonetheless. i swear i know bruce's dub actor...definitely heard that voice before.

@blummer102 The older Bruce Wayne is voiced by Kevin Conroy. He just changed it to fit the older batman character which makes sense since voices change as you get older.
