No no no, like the name say's, it's an oil. It's not as hard as poly, but looks way better and is quite waterproof. If you have a wood surface that expands and contracts, you don't want poly, because it's so hard that it will crack. Also, scratches in oiled surfaces are quickly repaired by adding some oil, unlike poly which needs to be sanded off....
The pros recommend not using a penetrating oil finish atop of pigment stain but over a dye you should be fine. However a tung oil finish does not offer a lot of protection as compared to varnishes and lacquers. As you know, a guitar neck gets a lot of handling. The flip side is that it is an easy finish to apply and rejuvenate
You can apply to freshly sanded wood or wood that is not sealed with polyurethane. It should soak into the wood and a plastic finish like poly would prevent this.
It is white oak you can tell from the white sap streaks. Gun stocks are often walnut and it makes the look great and wear well.

i have a question, i have a guitar, i stained the guitar neck with walnut wood dye, what would happen if i used tung oil over the top?

Looks good. Do you have a video on repairing the floor ? I have tung oil and over time the wooden chairs have skuffed the surface.
