No, they did not. No one knew sure. Intelligence is not 100%. After 911, Saddam was a threat and needed to be removed. He continually violated the cease-fire agreement. He was trying to get the WMDs, he had dozens of scientists in the field, and even had tested some biologicals on political prisoners. We maintain a no-fly zone, and even Clinton bombed suspected WMD sites.
