The bottom line is this; if you are in this country ILLEGALLY, then you HAVE NO RIGHT to have anything written in your native language. Its a moot point. If you ARE HERE LEGALLY then eventually, to get your citizenship you will have to learn English to pass the US Citizenship test in which, "applicants must demonstrate a basic understanding of English, including an ability to read, write, and speak the language." (from the  Bureau of Citizenship and Immigration Services)

As I said before, when you take the US citizenship test you have to have a working knowledge of English because its part of the test..Look it up yourself. Puerto Ricans speak spanish and are born as full citizens. Id rather give the test in their language to make sure they were competent drivers. I agree they should try to learn the language......likewise it wouldnt hurt you to learn their language either. If they become bilingual guess who is gonna have the advantage when competing for jobs?
