For to make it easier, do (and then undo) a fold by overlapping the vertical axis of the triangle pointing down to the right half of the horizontal top base of that triangle.
Then you may use that pre-fold to obtain that step.
Look that step (and each single one of its repetitions) again and again untile you're able to figure it out: then try it, again and again.
Hmmm... I have the impressione that it could end being to little for to sustain the weight of the rest of the tree, if you make the rest of the tree with the size shown in part II...
